The National Domestic Preparedness Consortium (NDPC) has been a vital component of the nation’s emergency preparedness infrastructure since its establishment in 1998 under the Nunn-Lugar-Domenici legislation. Originally created to enhance domestic terrorism preparedness through the Office for Domestic Preparedness, the NDPC now operates as the Department of Homeland Security’s (DHS) principal training partner for state, local, tribal, and territorial jurisdictions.
Federally funded through the Homeland Security National Training Program Cooperative Agreement, the NDPC provides high-quality, no-cost training developed and delivered by institutions with deep expertise in emergency response. While national in scope, the NDPC is grounded in local realities—its member institutions employ regional subject-matter experts who ensure that training reflects the specific risks, challenges, and operational contexts of the communities they serve.
Over the past 25 years, the NDPC has trained more than 4 million emergency responders across all 50 states and U.S. territories. Today, it reaches over 60,000 responders annually, providing timely, scalable, and doctrinally aligned instruction across disciplines such as law enforcement, fire services, emergency management, public health, and critical infrastructure protection.
The NDPC’s decentralized delivery model—paired with centralized management and rigorous quality assurance—ensures consistent standards while allowing for flexible, mission-driven adaptation. This approach has proven especially valuable in promoting mutual aid, interoperability, and shared readiness across jurisdictions.
Backed by continued congressional authorization and most recently reauthorized through H.R. 1224 in 2019, the NDPC is a proven, cost-effective federal investment. Its infrastructure—developed through decades of support—eliminates the need for startup costs, accelerates program delivery, and provides a force multiplier effect that maximizes taxpayer value. The NDPC maintains strong relationships not only with federal agencies but with leadership from State, Local, Tribal and Territorial agencies, enabling agile coordination during times of national need.
