The NDPC, along with the FEMA Emergency Management Institute, the Center for Homeland Defense and Security at the Naval Post-Graduate School, and the Rural Domestic Preparedness Consortium, is the principal means through which the Directorate identifies, develops, tests, and delivers training to state and local emergency responders.

Since being established by Congress in 1998, the NDPC’s impact on national preparedness has been substantial. The NDPC has conducted training in all 50 states and each U.S. territory. This training has benefited more than 3,139,408 people since 1998. In 2019 the consortium trained 197,143 emergency responders from state, local, territorial and tribal government agencies. The consortium applies its expertise in academics, curriculum development, and instructional techniques to produce training programs that address the most urgent needs of the emergency response community.
