The United States has over one hundred Historically Black Colleges and Universities in 19 states, Washington, D.C., and the U.S. Virgin Islands. These schools serve more than 300 thousand students each year. In the first few months of 2022, over one third of the nation’s HBCUs received one or more bomb threats to their campuses.
In response, the Department of Homeland Security’s Office for State and Local Law Enforcement & Office for Civil Rights and Civil Liberties and the Department of Education’s White House Initiative on Advancing Educational Equity, Excellence and Economic Opportunity through Historically Black Colleges and Universities are hosting emergency planning trainings for HBCU law enforcement, security personnel and other emergency managers.
The LSU National Center for Biomedical Research and Training/Academy of Counter-Terrorist Education, or NCBRT/ACE, is delivering its Campus Emergencies Prevention, Response, and Recovery – Customized course, otherwise known as Campus Emergencies, for five HBCUs around the country in June and July. During the course, participants will discuss emergency planning considerations, the importance of an integrated response to campus emergencies, and communications and recovery techniques. The course will include practical, problem-based integrated group activities that require a coordinated approach specifically targeted to address threats against HBCUs.
LSU NCBRT/ACE recently delivered the first of five Campus Emergencies courses on June 8th at Virginia State University. The course’s 27 participants included members from Virginia State University Police Department, Norfolk State University Police, University of the District of Columbia Police, Delaware State University, Virginia Department of Emergency Management, and more.
