FEMA’s Center for Domestic Preparedness, in coordination with FEMA’s Office of Law Enforcement and Integration, is developing two additional virtual instructor-led training (VILT) courses focused on public order policing.

The offerings – ‘Intelligence Collection and Application for Civil Unrest’ and ‘Control Force Techniques for Large-Scale Demonstrations’ – will be geared at both line officers and law enforcement commanders and executives. Each program will be approximately two hours in length and require no prerequisite training.

The Intelligence Collection and Application for Civil Unrest Course will be available by early fall and discuss the basics of intelligence gathering, to include establishing collaborative relationships with the community; sharing information with local, state and federal fusion centers; and social media monitoring.

The Control Force Techniques for Large-Scale Demonstrations Course will be available by late fall and discuss the elements and roles of a crowd control unit, how to properly conduct overwatch and the use of various commands and signals.

The offerings will bring to seven the number of CDP VILTs focused on public order policing. ‘Survey of Community Policing,’ ‘Social Media Strategies for Law Enforcement,’ ‘The Right to Protest and Law Enforcement Response,’ ‘Understanding Crowd Dynamics for Mitigation and De-escalation of Large-scale Events’ and ‘Law Enforcement Response to Recent Protest Movements: Key Findings and Lessons Learned’ VILTs were introduced earlier this year.
